The north determines which initiatives deserve to be in the portfolio. Without clear Vision, the Portfolio fills with noise.
2 · Portfolio→3 · Cadences
Active initiatives are what gets reviewed in weekly/monthly/quarterly rituals. Without Portfolio, Cadences review anything.
3 · Cadences→4 · Data & AI
Each cadence demands current information to decide well. Without Data & AI, Cadences run on intuition and opinion.
4 · Data & AI→5 · People
AI only amplifies if people have judgement to use it. Without trained People, the data stays in pretty dashboards.
5 · People→6 · Governance
Talent only moves fast if the rules of the game are clear. Without Governance, People escalate every decision and get stuck.
6 · Governance→1 · Vision
Explicit principles and values reinforce and keep the Vision alive. Without Governance, the Vision erodes with every short-term decision.
The system test
If one fails, the symptom appears in another
Interdependence shows up very concretely: when a block fails, the symptom rarely appears there. It appears elsewhere. That's why buying more technology doesn't solve cultural problems, and changing culture doesn't solve governance ones.
If Vision fails
The symptom appears in Portfolio: scattered projects with no focus, everything is a priority, nothing gets cancelled.
If Cadences fail
The symptom appears in People: teams that don't know where decisions are made, frustration, talent loss.
If Governance fails
The symptom appears in Data & AI: tools installed that nobody uses for fear of crossing an unwritten line.
